The garlic bulb should be firm with papery-dry skin and have no sprouting.  Soft bulbs indicate over-ripe garlic that will not store for very long.  Avoid shriveled garlic bulbs or those that are stored in the refrigerated section. 

Kitchen Tip 

Garlic is an aromatic that lends distinctive flavor to many dishes.  To intensify the flavor of garlic, smash it first, using the broad side of your chef's knife (this will also allow for easy removal of the skin), then mince it finely.
